About ConfTELE

Telecommunications embraces a wide range of hardware and software technologies by connecting devices, sensors, computers and intelligent machines altogether, building delivery systems capable of processing signals, information and data. The ever increasing demand for new and better technologies, to improve standard of living of all people and to contribute for the future of sustainable societies, is continuously driving worldwide research efforts in academia and industry. The theme of this year’s conference is Telecommunications Technologies Pursuing Enhanced Quality of Life in Urban Environments.

The 2021 Telecoms Conference (ConfTELE), is the 12th conference on telecommunications organised by Instituto de Telecomunicações, aiming to bring together researchers, engineers and students to present and discuss the latest advances and newly emerging trends in all fields of telecommunications. The technical programme of ConfTELE 2021 includes plenary sessions with invited keynote speakers, parallel thematic sessions (including regular oral and poster presentations) and exhibition. The exhibition will display recent developments in the area of telecommunications, namely prototypes, services, applications and trials. The technical activities will be held in English.

Having been previously hosted in Aveiro (twice), Sesimbra, Figueira da Foz, Tomar, Peniche, Vila da Feira, Castelo Branco, and Lisboa (twice), ConfTELE 2021 will this year take place in Leiria, at Campus 2 of the Polytechnic of Leiria. The event is organized by the Polytechnic of Leiria (IPLeiria) and Instituto de Telecomunicações (IT).

Special Sessions (4 papers): Pre-recorded Video presentation (10 – 12 min) followed by Q&A (3min), for each paper.
Regular Sessions (12 papers): Live short presentation (3 min) of all papers followed by a common Q&A period (24 min).
For all papers: a 10 to 12 minutes video should be recorded and submitted in the platform. This video will be available to all participants during the conference.

Professor Mário Figueiredo is internationally recognized for his research work in machine learning, image processing and analysis and optimization. He has been recognized as one of the world's most influential researchers and included in the Highly Cited Researchers list released by Clarivate Analytics. He is a Fellow member of international scientific societies IEEE - Institute of Electrical and Electronics Engineers and Eurasip - European Association for Signal Processing.

Short Bio
Maria da Graça Carvalho is currently a member of the European Parliament. She was a senior advisor of Commissioner for Research, Science and Innovation, Carlos Moedas, from November 2014 to December 2015. Previously, she was a member of the European Parliament, between July 2009 and May 2014. In that capacity, she was one of the rapporteurs of Horizon 2020. She was also Principal Adviser to President Barroso in the fields of Science, Higher Education, Innovation, Research Policy, Energy, Environment and Climate Change from 2006 to 2009. She served as a Minister of Science and Higher Education of the XV Constitutional Government of Portugal and Minister of Science, Innovation and Higher Education of the XVI Constitutional Government. She is a Full Professor at Instituto Superior Técnico (University of Lisbon).

Paper submission: Prospective authors are invited to submit original papers written in English, 4 to 6 pages long, in double-column format including authors' names, affiliations, and abstract (IEEE Conference format must be used). Papers will be collected only by electronic submission through EDAS here. The papers presented at the conference will be submitted to IEEEXplore Digital Library.

Preparation of final paper (camera-ready):

The authors are responsible for ensuring that the final version is compliant with IEEEXplore. 

No major modifications are allowed, such as those which may significantly change the reviewed manuscript. The TPC may decide to not include the paper in IEEEXplore if major modifications are detected in the revised version. In particular, changes to the list of references are not allowed, unless specifically required by the reviewers. Furthermore, it is not possible to modify the paper title neither the author list, i.e., those currently appearing in the review manuscript are final, according to IEEE and ConfTELE policies.

Regarding the preparation and submission of the final version of your paper, i.e., camera-ready, the instructions below must be followed:

  1. Authors are required to revise the paper according to the reviewers’ comments.
  2. It is authors’ responsibility that their names in EDAS and in the pdf file do match. If a correction is needed, this should be asked by e-mail to conftele2021@ipleiria.pt, no later than 15 18 January 2021 with the paper identification number and the authors’ names that have to be added or removed in EDAS (along with the EDAS identification number of the new or missing authors). Inconsistent names will cause problems when building the conference program.
  3. Proofreading must be done by all authors.
  4. The paper format must be PDF, A4, following the IEEE Template available at: https://www.ieee.org/conferences/publishing/templates.html
  5. The PDF file generated by either Latex or Word, must pass through the IEEE PDF eXpress (https://ieee-pdf-express.org). Only the output file generated by IEEE PDF eXpress is accepted by EDAS, as the final version of your paper.
  6. First-time users of IEEE PDF eXpress should do the following:
    1. Select “Create an account”
    2. Enter the following:
      • 50222X for the Conference ID
      • your email address
      • a password
    3. Continue to enter information as prompted.An Online confirmation will be displayed and an email confirmation will be sent verifying the account setup. Previous users of PDF eXpress need to follow the above steps, but should enter the same password that was used for previous conferences. Verify that your contact information is valid.
  7. While submitting the camera-ready version (generated by the PDF eXpress) in EDAS the author will be prompted to fill and sign the IEEE Copyright Form. This process is fully accomplished electronically, without requiring any printing.
  8. Submission of the camera-ready in EDAS, using the link provided in the notification email

Regarding the presentation of your paper, please follow the instructions below:

  1. You are required to prepare an audiovisual presentation (power point with audio, video, etc. of your paper with duration of 10-12 minutes.
  2. This presentation file must be uploaded in the web page of the Virtual Venue.

Important reminders:

  1. At least one of the authors of each paper must register for attending the conference. Each registration can cover up to 2 papers under the same name as “presenting author”. In addition, a paper that is not presented will not be included in IEEE Xplore. 
  2. At least one author per paper must be registered by 20th January 2021 (a hard deadline), after which your paper will be removed from the preliminary program if no author is registered. The preliminary conference program is planned to be published online on 30 January 2021 and it will identify either a Special Session or Regular Session for presentation of each paper.
  3. The presenting author must be indicated in EDAS as soon as possible.

FAQ

Submission to IEEE Xplore

All cases classified as no-show will not have the paper included in IEEE Xplore. The following cases correspond to no-show:

  1. The paper is not presented live by any authors (excluding reasons due to technical problems during the virtual venue).
  2. None of the authors is available in the Q&A period (excluding reasons due to technical problems during the virtual venue).

Besides no-Show, the following cases are also eligible for not including the paper in the IEEE Xplore (TPC decision).

  1. Final manuscript not reviewed according to reviewers’ comments
  2. Major changes in the manuscript review, such as change of title, authors, list of references.
  3. The paper is not correctly formatted.

Presenting

All papers and their 12min pre-recorded presentations are available for registered users, during the whole virtual venue in the conference website.
Participants are advised to preview the papers and presentations in order to prepare their questions and comments for the live Q&A.

Special Sessions

Papers in Special Sessions are presented at the scheduled day/time by one of the authors as pre-recorded video streaming, followed by live Q&A moderated by the Session Chair. The presentation video, previously uploaded by the authors, has a maximum duration of 12min and the streaming process is controlled by the conference staff. All presenters, authors and Special Session Chairs are expected to attend the live session. Each presentation is followed by a 3-min live Q&A. 

Regular Sessions

Papers in the Regular Sessions are presented as a live pitch (3min) by the one of the authors. The pitch should be supported on 3 – 5 slides, focusing on (i) the research context, (ii) the specific topic addressed in the paper; (iii) the technical approach / content and novelty/relevancy; (iv) results and conclusions. All 12 papers are presented sequentially, following the order defined in the technical program. After the 12 presentations, there will be a live Q&A period of 24 min, shared by all authors and moderated by the Session Chair. When referring to a paper, the participants should start by identifying the paper by its number in the Program

Q&A periods

All attendees may put their questions in the live Q&A (with permission of the Session Chair) or by text in the Q&A box. All questions in the Q&A box must be answered by the presenting author, during or after the session, which will be checked by the Session Chair. Timing of the live Q&A sessions is critical to not deviate from the schedule, so Session Chairs should be strict with the starting and end times of their session. 

No-show policy

Should none of the authors be available in the Q&A period nor respond to the questions raised by the audience, the paper will be classified as no-show and, subsequently, it will not appear in the IEEE Xplore.

All cases classified as no-show will not have the paper included in IEEE Xplore. The following cases correspond to no-show:

  • The paper is not presented live (Regular sessions) by any authors (excluding reasons due to technical problems during the virtual venue).
  • None of the authors is available since the beginning of the presentation till the end of the Q&A period (excluding reasons due to technical problems during the virtual venue).
